Scope of Work

The anticipated scope of work involves a comprehensive range of repair and maintenance activities for the USS HIGGINS (DDG 76). Key Task Group Instructions (TGIs) include, but are not limited to:

  • Inspection, Repair, and Preservation: Various bilge areas, Vacuum Collection Holding Tank (VCHT) Rooms, Potable Water Tanks, Sewage Collection Tanks, Plumbing Waste Drain Tanks, Cofferdams, and Waste Water Drain Collecting Tanks.
  • Structural and Mechanical Repairs: Brackets and foundations for Gas Turbine Generators (GTG), Halon Fire Extinguisher Cylinders, pipe hangers, grating supports, and Fire Control System (FCS) Water Cooler foundations.
  • Deck and Hull Work: Removal and installation of deck plates and bulkhead plates, repair of FWD Gas Turbine Module (GTM) and GTG Boundary Layer Infra-Red Suppression System (BLISS) Cap, preservation of Escape Trunks, inspection and replacement of Aircraft Securing Fittings and Nonskid Systems on the Flight Deck and Forecastle.
  • System Cleaning and Replacement: Chemical cleaning of the VCHT Piping System and replacement of deck coverings.

Eligibility & Set-Aside

Additionally, offerors must possess a current and active USN Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) issued by the U.S. Navy or NAVSUP FLCY. Non-MSRA/ABR holders may request an application package from flcy_msra_abr_group@us.navy.mil, but the certification process can take up to a year.
