V231--Patient Lodging Services – Ann Arbor

This is a combined synopsis/solicitation for commercial products and services for Patient Lodging at the Department of Veterans Affairs Ann Arbor Healthcare System (VAAAHS). The Network Contracting Office (NCO-10) is seeking to establish multiple Blanket Purchase Agreements (BPAs) for these services.

• Provide lodging for eligible Veterans and one caregiver before or after scheduled appointments.

• Services include flexible check-in/check-out (24/7), room cleaning, linen changes, and amenity provision.

• Lodging must be within 15 miles of VAAAHS.

• Rooms must be ADA-compliant, smoke-free, and meet specific amenity standards (e.g., two double beds or larger, private bath, TV, phone).

• Contractor must guarantee availability of three rooms daily until 4:00 PM, with additional rooms available on an as-needed basis.

• Compliance with ADA, NFPA 101 Life Safety Code, OSHA standards, and HIPAA is required.

• A Business Associate Agreement (BAA) is mandatory.

• Multiple Blanket Purchase Agreements (BPAs) are anticipated.

• The anticipated ordering period for each BPA is five (5) years.

• The estimated ceiling limit for the Agreement is $2,500,000.00.

Wage Determination

This document is a U.S. Department of Labor Wage Determination (No. 2015-4833, Revision 30) for the Service Contract Act, applicable to Washtenaw County, Michigan. It establishes the minimum wage rates and fringe benefits required for various occupations employed on federal service contracts in the specified area.

• Minimum Wage Rates: The document lists numerous occupations with corresponding minimum hourly wage rates. Bidders must ensure their proposed wages meet or exceed these rates for covered employees.

• Fringe Benefits: Specific fringe benefits are required for all listed occupations. These include:

  • Health & Welfare: $5.55 per hour (up to 40 hours/week) or $222.00/week or $962.00/month.
