This document provides clarifications and answers to vendor questions regarding Solicitation Number 36C25926R0025 for SLC Off-Site Veteran Lodging.

• SDVOSB Certification: The hotel utilized does not need to be SDVOSB certified for the contractor to be in compliance with the Limitation of Subcontracting (LOS) clause.
• Shuttle Service Details: Specific shuttle service times and frequency will be provided on a per-Veteran reservation basis, as needs vary.
• Contract Structure: Solicitation 36C25926R0025 supports the SLCVAMC and has different requirements than 36C25926R0024.
• Past Performance: Past performance of hotel/lodging facilities cannot be used in place of the contractor's past performance for evaluation purposes.
• Incumbent Contract: Services are currently performed under BPA 36C25920A0018 awarded to BLUEWATER MANAGEMENT GROUP LLC. Requirements are not materially different.
• Room Requirements: A pull-out sofa bed does not meet the requirement for two beds per room; two permanent, standard beds are required.
• Pricing: Pricing must be all-inclusive of all Statement of Work (SOW) requirements, including transportation if shown as a separate line item.
• Payment to Hotels: The contractor is responsible for paying lodging facilities. Invoices to VA will be submitted within the first 10 days of the following month and paid in arrears.

The response date/time has been updated to no later than 16:00 MT, February 10, 2026. No additional questions will be answered.

This document is VA FORM 852.219-75, a "VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction." It requires offerors to certify their compliance with subcontracting limitations if awarded a contract.

• Services: Offerors must certify they will not pay more than 50% of the contract amount to firms that are not certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs).
• General Construction: Offerors must certify they will not pay more than 85% of the contract amount to non-certified SDVOSBs/VOSBs.
• Special Trade Construction: Offerors must certify they will not pay more than 75% of the contract amount to non-certified SDVOSBs/VOSBs.
• Certification: The offeror must complete, sign, and return this form with their bid, quotation, or proposal. It includes fields for the vendor name, signee's printed name and title, signature, date, and company name/address.

This is a mandatory certification. Failure to provide a completed and signed copy of this form with the offer will result in the offer being deemed ineligible for evaluation and award. Bidders must understand and agree to these subcontracting limitations based on the contract type (services, general construction, or special trade construction) to be considered for this opportunity.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide off-site veteran lodging services for Veterans requiring accommodation near the VA Salt Lake City Health Care (VASLCHCS) due to long-distance travel for healthcare appointments.

• The contractor will act as a broker to locate and secure hotel/lodging facilities.

• Facilities must meet or exceed specified requirements, including a minimum 3-diamond/3-star rating.

• A minimum of 35 rooms per day must be reserved for VA Veterans, with 5 ADA-compliant rooms.

• Hotels must be within 10 miles of the VASLCHCS.

• Rooms shall be available Sundays through Fridays, with un-reserved rooms released daily by 5 p.m.

• All rooms must be non-smoking, and a designated smoking area must be provided.

• Rooms should have two beds to accommodate a caregiver if needed.

• Rooms must be fully furnished (Bed(s), Telephone, TV, Refrigerator).

• The contractor is responsible for providing monthly invoices, paid in arrears.

• The contractor will serve as the single point of contact for issues and complaints.

• The contractor must monitor hotels for compliance with safety and health regulations.

• Shuttle service to and from the VA Medical Center and Airport is required.

• Pet-friendly accommodations are required, with veteran responsibility for hotel fees (except for certified service dogs).

• Invoices to be submitted at the first of every month.

• Notification of emergency situations within 2 hours; non-emergency situations by close of business the next day.

• Contractor must provide a point of contact for contract management.

• Services to be provided within 10 miles of VA Salt Lake City Health Care, 500 Foothill Boulevard, Salt Lake City, UT 84148.

• Rooms available Sundays through Fridays.

• No 'Blackout Dates' or seasonal rate changes allowed.

• All hotel industry standards for health and safety must be met or exceeded (NFPA, ADA, OSHA, etc.).

• The VA is not responsible for parking fees.

• Any damage caused by a Veteran will be billed to the individual Veteran.

• The contractor must be notified immediately of any damages, with the VA notifying the contractor within 24 hours of occurrence.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ #: 36C25926R0025) for SLC Off-Site Veteran Lodging services. The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 19 is seeking to award a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for lodging services for eligible veterans requiring off-site accommodations near the VA Salt Lake City Health Care System (VASLCHCS).

• Provide hotel/lodging facilities within 10 miles of VASLCHCS (500 Foothill Boulevard, Salt Lake City, UT 84148).

• Services include room accommodation and shuttle service for eligible veterans attending appointments.
