Award will be based on a Best Value Tradeoff, with non-price factors (Technical Approach, Past Performance, Management/Staffing/Readiness) being significantly more important than Price. Technical Approach is slightly more important than Past Performance, which is slightly more important than Management/Staffing/Readiness. An amendment (SF30-A1) revises the evaluation rating methodology for Non-Price Factors 1-3, introducing additional color ratings for technical merit assessment. Security is a pass/fail criterion.
