Services include quarterly maintenance, compliance with Original Equipment Manufacturer (OEM) standards, maintaining the barriers' DOD K12 / ASTM F2656 M50 rating, and troubleshooting electrical, mechanical, and control system issues (e.g., Allen Bradley PLCs, fiber optics). Heat trace replacement is required for the base year. The SOW specifies 24/7/365 emergency contact availability and an 8-hour emergency response time. Submission & Evaluation

Submissions should be organized into three volumes: Technical Capability (10-page limit), Past Performance (20-page limit), and Price. Award will be based on a Best Value Tradeoff, with non-price factors (Technical Approach, Past Performance, Management/Staffing/Readiness) being significantly more important than Price. Technical Approach is slightly more important than Past Performance, which is slightly more important than Management/Staffing/Readiness. An amendment (SF30-A1) revises the evaluation rating methodology for Non-Price Factors 1-3, introducing additional color ratings for technical merit assessment. Security is a pass/fail criterion.
