Purpose & Scope

GSA Fleet seeks to obtain standardized vehicle attribute data to enhance data integrity and efficiency in vehicle data intake. The selected contractor(s) will be responsible for providing accurate and comprehensive vehicle attribute data for at least 525,000 Government-owned vehicles. Data must be sourced from Original Equipment Manufacturers (OEMs), resellers, or engineered/scraped by the contractor, and suitable for fleet management and audit processes. Secure data exchange using GSA Affiliated Customer Accounts (GACA) is required. Key deliverables include Vehicle Attribute Data (within 72 hours of request) and Applicable Data Agreements (within 90 days of notification).

Submission & Evaluation

• Quotes Due: February 6, 2026, by 5:00 PM ET.
• Submission Method: Electronically via email (as per original solicitation).
• Evaluation Criteria: Award will be based on a tradeoff process considering Technical Capability, Past Performance, and Price, with non-cost factors being more important than price. Technical Capability will be evaluated based on understanding of requirements, data quality, coverage, source, and secure data exchange. Past Performance will assess experience in similar projects over the last three years. Price will be evaluated for fairness and reasonableness. Amended Section 6.2 details the evaluation criteria for a VIN Test Case scenario.
• Eligibility: Offerors must have an active SAM registration. GSA intends to make an award without discussions.

Key Clarifications & Amendments

• Data Elements & Format: VIN and vehicle data elements as detailed in Appendix B are required. Acceptable data formats include JSON, CSV, and Excel (PDFs are not accepted).
• Data Volume & Frequency: After initial delivery, limited ad-hoc data calls (estimated <1,000 records/month) are expected, with a 72-hour response window for all requests.
• Data Ownership: Contractors must provide data from specified sources and adhere to data ownership requirements. Storing or reusing government VINs outside the contract scope is prohibited, except for minimal operational logs for audit purposes.
• Exceptions & Pricing: NULL values may be acceptable for unavailable data elements if documented per SOO Section 4.5. Non-compliance with certain clauses (e.g., Paid Sick Leave) should be noted as an exception in the offer. Unit prices are billable only for VINs where minimum required data elements are successfully returned; undocumented exceptions/errors are not billable.
• Amendments: Amendment 0001 extended the Q&A period. Amendment 0002 provided Q&A responses, updated Sections 4, 6, and Appendix B of the SOO, and extended the quote due date to February 6, 2026. Amendment 0003 reposted the Q&A matrix with expanded responses. Amendment 0004 removed non-applicable FAR clauses from Section 3.
