Evaluation will use a comparative methodology, awarding to the offeror representing the best value based on Technical Approach and Understanding of the Project, Past Performance, and Price. A 20% bid bond is required, and 100% performance and payment bonds are required within 10 days of award. Contractors must be registered on SAM.gov.
