Quick Summary
The Department of the Air Force (23 CONS CC) is soliciting proposals for a Virtual Weapons Simulator for the 23d Security Forces Squadron (23 SFS) at Moody Air Force Base, GA. This Total Small Business Set-Aside opportunity aims to procure a system essential for meeting DAFI 36-2646 training requirements, enhancing marksmanship, and supporting "Shoot/No-Shoot" training. The award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Proposals are due February 20, 2026.
Scope of Work
This solicitation seeks a virtual weapons simulator to provide realistic and interactive weapons instruction. The system must enhance marksmanship proficiency, support Congressionally mandated Shoot/No-Shoot training, and offer a safe, resource-efficient alternative to live-fire ranges. It is required to support tactical weapons employment for all unit-assigned weapons and serve as a refresher capability.
The simulator must integrate both hardware and software components, including a mixed-reality combat simulation environment, AI-enabled after-action review tools, and intelligent adversary behavior modeling. Key hardware includes head-mounted displays, weapon sensors, recoil-enabled weapon simulators, KWA LM4 weapons and magazines (with M4A1 and M18 sidearm support), a Wi-Fi-enabled command terminal laptop, and full warranty coverage. The platform must support simultaneous training for a four-person fire team within a shared physical space, while also allowing individual training sessions. Haptic feedback suits are an essential requirement to provide physical indication of being hit during simulated engagements, addressing a current capability gap. The system should support free-roaming tactical movement and generate a digital map of the physical training area for immersive training within existing buildings. A pre-built, off-the-shelf system is acceptable.
