Quick Summary
The U.S. Fish and Wildlife Service (FWS) is conducting a Sources Sought to identify qualified contractors for heavy equipment rental at the Lower Suwannee National Wildlife Refuge, FL. This market research aims to gather information on firms capable of providing excavators, high-flow skid steers/CTLs, and fuel trailers for forestry mulching and land clearing operations. The rental period is anticipated from April 6, 2026, to December 19, 2026.
Scope of Work
The requirement is for the provision, delivery, maintenance, and support of heavy equipment, including:
- Two (2) Excavators: Caterpillar 320 class or larger (~20-ton), operating weight 40,000–50,000 lbs, fully enclosed AC cab, convertible controls, and less than 500 operating hours at delivery. Each must include a dedicated power pack (350–370 HP) and a mulching head (Fecon Bull Hog BH62EXC 2V or equivalent, 40–75 GPM, ~50-inch width).
- Two (2) High-Flow Skid Steers/CTLs: E.g., Caterpillar 299D3 XE or equivalent, ~110 HP, 40 GPM high flow, capable of operating a mulching head for clearing 6-inch material, and less than 500 operating hours at delivery.
- One (1) Diesel Fuel Trailer: Capable of safely fueling 20-ton excavators and high-flow CTLs, with a total capacity of 920–950 gallons and an integrated DEF system (e.g., Fuel Pro 950MT or Thunder Creek MTT 920).
Contractor responsibilities include all preventive maintenance, mulcher head tooth service (every 300 hours), repairs, parts replacement, and labor. Equipment must maintain minimum uptime, with inoperable machines repaired or replaced within 3 calendar days.
