This is a combined synopsis/solicitation for commercial services to procure equipment rental for forestry mulching and land clearing operations at the Lower Suwannee National Wildlife Refuge, FL. The contract will be a Firm Fixed Price Commercial Services Contract with a base period and four additional one-week term options. This is a Small Business set-aside.

• Excavators (2 units): Minimum Caterpillar 320 class (20-ton), 40,000-50,000 lbs operating weight, fully enclosed cab with radio, convertible controls, less than 500 operating hours at delivery, no major defects. Must be equipped with a dedicated power pack (350-370 HP) and a Fecon Bull Hog BH62EXC-2V or approved equal mulching head (approx. 50-inch working width). Teeth maintenance required every 300 hours.

• High Flow Skid Steers / CTLs (2 units): Approx. 110 HP, 40 GPM high-flow, capable of operating a mulching head for 6-inch material. Less than 500 operating hours at delivery. Example: Caterpillar 299D3 XE.

• Fuel Trailer: At least one diesel fuel trailer capable of fueling 20-ton excavators and high-flow CTLs. Example: Fuel Pro 950MT or Thunder Creek MTT 920 (approx. 950-gallon capacity).

• Operational Requirements: Minimum uptime standard, breakdown response within 3 calendar days (repair or replacement), delivery to specified site, preventive maintenance, mulcher head tooth service, repairs, parts replacement, labor, and ensuring safety equipment is functional.

• Hurricane Preparedness: Contractor must pick up Skid Steers and Excavators with attachments for storage and return them after a hurricane. The Fuel Trailer remains at the Refuge. Normal rental rates apply during this period.

• Contract Type: Firm Fixed Price Commercial Services Contract.

• Period of Performance: 4/27/26 - 9/30/26, plus four additional one-week term options.

• Quotation Structure: Two parts: (1) Non-price section (organized by evaluation factor) and (2) Price section.

• Non-Price Section: Must include written acknowledgement of equipment availability and hurricane pick-up plan.

• Price Section: Completed Standard Form 1449 and price schedule with unit prices and extended totals, including all costs (supervision, labor, transport, etc.).

• Evaluation: Award will be made to the responsible offeror whose offer is most advantageous, considering Technical Acceptability (including past performance) and Price. Technical Acceptability and Past Performance are approximately equal to cost or price. Tradeoffs are not permitted. Past performance will be reviewed via CPARS for responsibility, but not evaluated for acceptability.

• Set-Aside: Small Business set-aside.

• The contract incorporates numerous FAR clauses related to commercial items, representations, certifications, and labor standards.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this work is to provide, deliver, maintain, and support heavy equipment for forestry mulching and land clearing operations at the Lower Suwannee National Wildlife Refuge, FL.

• Equipment Provision: Contractor shall supply two (2) excavators (Caterpillar 320 class or larger, ~20-ton class) and two (2) high-flow skid steers/CTLs (e.g., Caterpillar 299D3 XE).

• Equipment Specifications: Detailed specifications are provided for excavators (operating weight, cab, controls, hours <=500 at delivery, condition) and skid steers (HP, hydraulic flow, attachment compatibility, hours <=500 at delivery).

• Attachments: Each excavator must be equipped with a dedicated power pack (350-370 HP) and a mulching head (Fecon Bull Hog BH62EXC2V or equivalent, 40-75 GPM flow, ~50-inch width). Skid steers must be compatible with mulching heads for clearing 6-inch material.

• Fuel Trailer: Contractor shall provide at least one (1) diesel fuel trailer (e.g., Fuel Pro 950MT or Thunder Creek MTT 920) with a minimum capacity of 920 gallons, including an integrated DEF system.

• Maintenance: Contractor is responsible for preventive maintenance, mulcher head tooth service (every 300 hours), repairs, parts replacement, and labor. Teeth must be maintained for optimal performance.

• Delivery: Equipment to be delivered to specified work sites. Skid steers and attachments are needed later; only excavators are required for initial delivery.

• Operational Availability: All equipment must maintain a minimum uptime standard.
