This is a Sources Sought Notice Only for market research purposes. The Army is seeking to understand the market's capacity to provide non-personal Watch Care Services for the Fort Hood Religious Support Office (RSO). The services are intended to support military religious training, education, and worship activities, ensuring a safe, secure, and supportive environment for military personnel, families, and authorized civilians.
Scope of Work
The required services include:
- Watch Care Labor Services: Dedicated facility monitoring, user support, administrative services, and operational coordination for designated religious facilities.
- Reset/Clean Watch Care Rooms: Securing and preparing facilities for scheduled events, providing program and childcare oversight in accordance with Army standards, performing administrative tasks, and serving as a liaison between the RSO and facility maintenance personnel.
- Services are to be provided when Unit Ministry Team members, RSO Civilians, or volunteers are unable to perform.
Period & Place of Performance
- Place of Performance: Fort Hood, Texas 76544, specifically Main Post Chapel, Main Post Chapel Annex, Comanche Chapel, and other designated religious facilities.
- Period of Performance: An anticipated one (1) Base Year from April 1, 2026, to March 31, 2027, followed by four (4) 12-month option years.
Key Requirements & Qualifications
Contractors must be capable of providing:
- Qualified Personnel: Personnel must possess current CPR and First Aid certifications, pass Child and Youth National Agency Check with Inquiries (CNACI) and Installation Records Check (IRC) background checks, and complete child abuse prevention training.
- Supervision & Quality Control: Provide an onsite Supervisor for all Watch Care events and develop/maintain a Quality Control Plan (QCP).
- Compliance: Adherence to Army-mandated adult-to-child ratios, line-of-sight supervision, "No Touch Policy," and mandatory reporting of child abuse.
- Contract Type: The anticipated contract type is Firm Fixed Price.
