  • Monitoring and securing designated religious facilities (Main Post Chapel, Annex, Comanche Chapel, etc.).
  • Providing user support, administrative services, and operational coordination.
  • Offering program and childcare oversight in accordance with Army standards, including maintaining specific adult-to-child ratios and line-of-sight supervision.
  • Serving as the primary liaison between the RSO and facility maintenance personnel.
  • Services are provided when Unit Ministry Team members, RSO Civilians, or volunteers are unable to perform.

Key Requirements & Qualifications

Contractors must provide trained personnel, equipment, and supplies. Key personnel requirements include:

  • Current CPR and First Aid certifications.
  • Successful completion of Child and Youth National Agency Check with Inquiries (CNACI) and Installation Records Check (IRC).
  • Completion of Child Abuse Prevention and Reporting Training.
  • Adherence to a "No Touch Policy" and mandatory reporting of child abuse.
  • Compliance with garrison, facility, and area commander security policies, including AT Level I, iWATCH, and OPSEC training.
  • A Quality Control Plan (QCP) is required. Liability insurance meeting Texas State standards for licensed childcare facilities is necessary, though a separate state childcare license is not required for services on a federal installation.

Contract Details

There is no incumbent contractor for this requirement. The anticipated period of performance includes a Base Year (April 1, 2026 – March 31, 2027) and four 12-month option years, extending potentially through March 31, 2031.
