• Evaluation Criteria: Proposals will be evaluated based on Price (Lowest Total Price) and Technical Acceptability. Offers must be technically acceptable and meet minimum requirements to be considered.

• Discussions: The Government intends to award without discussions but reserves the right to conduct them.

• Only sources duly authorized to operate and do business in Japan are eligible.

• Firms without an active U.S. MSRA/ABR as a Prime Contractor are ineligible for award.

• Access to Attachment (I) requires an email request by January 8, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the overhaul of Work Boat Large #1 (46WB1501) to ensure its continued operational readiness for Fleet Activities Yokosuka (CFAY) port operations. CFAY relies on these work boats for critical functions such as mooring, dry docking, and managing berthing arrangements.
