Sousley Campus in Lexington, KY. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside for a design-bid-build project to construct a new ten (10) bed Small Home. The estimated magnitude of construction is between $10,000,000 and $20,000,000. Proposals are due by April 21, 2026, at 5:00 PM ET.

Scope of Work

This project involves the complete construction of a new ten-bed Small Home, approximately 13,900 square feet, for the Community Living Center (CLC). The scope includes site preparation, demolition and removal of existing structures, general construction, alterations, roads, walks, grading, and drainage. The contractor will provide all necessary tools, equipment, materials, labor, supervision, and management, ensuring compliance with VA solicitation drawings, specifications, regulations, and applicable codes. Specific brand-name items, such as Honeywell Notifier Fire Alarm System and Rauland Responder 5 Nurse Call System, are required for integration with existing facility infrastructure.

Contract Details

This will be a Firm-Fixed-Price contract. The period of performance is approximately 480 calendar days from the issuance of the notice to proceed. A Bid Guarantee (SF 24) is required, not less than 20% of the proposal price, not to exceed $3,000,000. Payment and Performance Bonds (SF 25 and SF 25A) will be required upon award. The contract includes FAR Clause 52.211-12, Liquidated Damages—Construction, assessing $718.07 per calendar day for delays. Prevailing wage rates for Fayette County, KY, apply, and contractors must comply with VAAR 852.219-75 Limitations on Subcontracting, ensuring no more than 85% of the government-paid amount (excluding materials) goes to non-SDVOSB/VOSB firms.

Submission & Evaluation
