Scope of Work
The project involves the demolition of existing structures and the construction of approximately 13,900 square feet of new facility. The scope includes general construction, alterations, roads, walks, grading, drainage, and all associated labor, materials, equipment, supervision, and management. All work must comply with VA solicitation drawings, specifications, regulations, procedures, and applicable codes.
Contract Details
This will be a Firm-Fixed-Price contract with an estimated construction magnitude between $10,000,000 and $20,000,000. The period of performance is approximately 480 calendar days from the issuance of the Notice to Proceed. Liquidated damages of $718.07 per calendar day will be assessed for delays. Specific brand-name items, including the Honeywell Notifier Fire Alarm System and Rauland Responder 5 Nurse Call System, are required for standardization and integration with existing facility infrastructure. The Buy American Act applies, and prevailing DBA Wages for Fayette County, KY must be adhered to. Subcontracting limitations require that no more than 85% of the government-paid amount goes to non-SDVOSB/VOSB firms, excluding material costs. General Construction Contractor positions are designated as Non-Sensitive - Tier 1/Low Risk for personnel vetting.
Submission & Evaluation
Proposals must be submitted electronically via email to Kara.Evert@va.gov and Richelle.Gray@va.gov. Submissions require three volumes: Volume I (Past Performance), Volume II (Price), and Volume III (Administrative), each as a searchable PDF in a separate email (max 5MB per email). Evaluation will use a tradeoff process under Best Value, with Past Performance weighted approximately equally to Price. Offerors must demonstrate past performance as a prime contractor on relevant in-patient or out-patient facility projects (multi-disciplinary, full renovation/new construction, active healthcare) within the last 10 years, with projects 100% complete within the last 5 years. Projects under $7.5 million will not be evaluated. A Bid Guarantee (SF 24) is required, and Payment and Performance Bonds (SF 25, SF 25A) will be necessary upon award.
