Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing pre-1990 exterior windows of Building 1 at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, WA.

• Replace existing pre-1990 exterior windows in Building 1, which is the main hospital building with nine occupied floors, a mechanical penthouse, and an elevator machine room.

• Some windows replaced post-1990 will not be addressed.

• The contractor will provide all supervision, labor, tools, materials, installation, O&M documentation, and a one-year warranty for materials and installation.

• Contractor must perform a field verification to identify all equipment, parts, materials, and existing conditions.

• Contractor is responsible for initiating and facilitating any applicable rebates or incentives from utility companies or other programs.

• Warranty documents

• Manuals, all in accordance with specifications.

• The Contracting Officer's Representative (COR) will evaluate all work and testing.

• All items must be in a clean state and in acceptable working condition.

• Place of Performance: VA Medical Center, 4815 North Assembly Street, Spokane, Washington 99205.

• Period of Performance: 483 days to complete all described work.

• Government-Furnished Equipment (GFE): The contractor will not have access to any GFE. All equipment and supplies are the contractor's responsibility.

Solicitation / RFP / RFQ

This is a solicitation for a Firm-Fixed-Price Construction Contract (Project Number 668-24-102) for the replacement of pre-1990 exterior windows in Building 1 at the Mann-Grandstaff VA Medical Center in Spokane, WA. Building 1 is the main hospital building with nine occupied floors, a mechanical penthouse, and an elevator machine room.

• Furnish all supervision, labor, and materials for the replacement of exterior windows in Building 1.

• Contract Type: Firm-Fixed-Price Construction Contract.

• Period of Performance: Approximately 483 calendar days from the issuance of the Notice to Proceed.

• This solicitation will be issued as a Request for Proposal (RFP) in accordance with FAR Parts 15, 19, and 36.

• Evaluation procedures will be detailed in the solicitation.

• This solicitation is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.

• Proposals from other than SDVOSB concerns will not be considered.

• Applicable NAICS Code: 236220 with a size standard of $45 Million.

• The solicitation is expected to be issued in February 2026.
