This is a pre-solicitation notice for Solicitation No. 36C24226B0030, Project # 630-23-108, concerning the renovation of the 12W Cardiac Stress Lab and conversion of mechanical room space into new office space at the Margaret Cochran Corbin VA Campus in New York, NY. The project requires the contractor to provide all labor, materials, and supervision to meet current life safety, health care facilities, and VA design standards.

• Convert existing 12W Mechanical Room (300 SF) into two new offices.

• Complete renovation of the existing 12W Cardiac Stress Lab Suite (734 SF).

• Work to be performed during off-hours (weekdays 5:00 PM – 12:00 AM, weekends 7 AM – 3:30 PM) to minimize disruption.

• Demolished materials must be removed off-site during off-hours.

• Adherence to NFPA, VA Standards, OSHA regulations, and manufacturer specifications.

• Required documentation includes Pre-Construction Risk Assessment (PCRA), Interim Life Safety Measures (ILSM), Infection Disease Control and Risk Assessment (ICRA), and Environmental Impact Assessment Process (EIAP).

• All personnel require VA identification badges, OSHA training certifications, and TB test certifications.

• Mandatory completion of VA Privacy Training for all personnel.

• Utilization of the VISN 2 Autodesk Build Construction management platform (Autodesk Construction Cloud - ACC) is required for all contract submissions and correspondence.

• Magnitude of Construction: Between $500,000 and $1,000,000.

• Contract Type: Firm-Fixed Price.

• Period of Performance: Within 180 Calendar Days from the Notice to Proceed (NTP).

• Base Bid Completion Time: 270 calendar days (9 months).

• Deduct Alternate #1 Completion Time: 240 calendar days (8 months).

• The solicitation is anticipated to be issued on or about January 28, 2026.

• Solicitation documents (Specifications, Drawings, Contract Forms) will be available electronically at https://www.sam.gov.
