Submission & Evaluation
This is a Two-Phase Design-Build procurement.
- Phase I (Completed): Evaluated Technical Approach, Technical Qualifications (Specialized Experience and Capability to Perform), and Past Performance. Up to three offerors were selected to advance.
- Phase II: Proposals will include Design Concepts, Management Approach, Schedule, and Price. Award will be made using a "Best Value" tradeoff process.
Key Requirements & Compliance
Offerors must adhere to stringent requirements:
- Autodesk Build Platform: Mandatory use of the VISN 2 Autodesk Build Construction management platform for all project submissions and official correspondence. Contractors must request access within 14 days of award and complete required training via ProductivityNOW within 12 days.
- Safety: Compliance with comprehensive safety requirements, including an Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and an Experience Modification Rate (EMR) of 1.0 or less.
- Privacy Training: Mandatory privacy training for all personnel, even those without direct VA computer access.
- Buy American Act: Certification of compliance with FAR 52.225-2 for end products.
- Subcontracting: General Construction contracts limit subcontracting to non-VIP-listed SDVOSBs/VOSBs to no more than 85% of the amount paid (excluding materials).
