Scope of Work
This project requires design and construction services to upgrade the HVAC systems in Buildings 4 (4,650 sq ft) and 5 (10,045 sq ft). The primary objective is to replace existing AC Plants with three new chillers and associated cooling towers, addressing issues with insufficient ventilation and overheating of new variable frequency drive (VFD) cabinets. Key deliverables include:
- Installation of new electrical switchgear to support two existing 1200-ton chillers and provide minimum cooling for the Main Hospital.
- Development of complete construction documents, including demolition, architectural, plumbing, fire protection, mechanical, and electrical drawings.
- Compliance with VA specifications, applicable codes, and EPA regulations.
- HVAC Clarifications: Spot cooling for specific electrical drives (11 locations) in the Chiller Plant (max 85-90°F desired in summer), with winter operation focused on preventing freezing. Electrical Switchgear Room requires ventilation via rooftop exhaust fans in summer. Cooling is localized for drive cabinets only, not entire spaces. AutoCAD is sufficient for design; a full BIM model is not required.
- Electrical Clarifications: The new optional stand-by power switchboard will NOT be connected to the existing emergency generator feed. Four exhaust fans are needed for the Electrical Switchgear Area and five for the Chiller Plant, operating when the area temperature reaches 80°F. New emergency switchgear, including a transformer, is required to power specific equipment and provide four spare 480V buckets. Optional standby power will serve specific chillers, chilled water pumps, cooling tower cells, and condenser water pumps.
Contract Details
This is a Firm-Fixed-Price contract with an estimated magnitude of construction between $2,000,000 and $5,000,000. The performance period is 850 calendar days from Notice to Proceed, comprising 90 days for A/E design services and 760 days for construction. The NAICS code is 236220 (Construction Of Other Hospital Buildings) with a small business standard of $45 Million. A 20% Bid Bond is required with the bid, and performance and payment bonds are also mandatory. Liquidated damages are set at $719.53 per day for inexcusable delays. The Limitation on Subcontracting for General Construction dictates that no more than 85% of the amount paid by the government can go to non-VIP-listed SDVOSBs/VOSBs, excluding material costs. New York State sales and compensating use taxes are exempt for materials incorporated into VA real property.
Submission & Evaluation
This is a Two-Phase Design-Build procurement.
- Phase I: Open to all SDVOSB offerors. Evaluation factors include Technical Approach, Technical Qualifications (Specialized Experience and Capability to Perform), and Past Performance. Up to three offerors will advance to Phase II.
- Phase II: Open only to selected Phase I offerors, with proposals including Design Concepts, Management Approach, Schedule, and Price. Award will be made using a "Best Value" tradeoff process. Offerors must be registered in SAM and verified/certified as SDVOSB in the SBA Small Business Search. A FAR 52.225-2 Buy American Act Certificate is required. Bidders must also submit their annual Vets4212 Report and provide information on their Safety and Environmental record, including an Experience Modification Rate (EMR) equal to or less than 1.0.
Important Notes
All official project correspondence and submissions must utilize the VISN 2 Autodesk Build Construction management platform (ACC); access and training will be provided at no cost. Mandatory privacy training is required for personnel without access to VA computer systems.
