Work is generally to be performed during normal operational business hours, with off-hours work requiring prior approval. A phased approach is required to ensure at least one fully operational elevator is available at all times. Key Requirements & Special Conditions

Bidders must comply with specific requirements including adherence to VA Construction Safety and Infection Control Policies (ICRA/PCRA), OSHA regulations, and detailed submittal processes for modernization packages, cost schedules, and safety plans. Key personnel qualifications have been amended, requiring a Project Manager with 5 years of construction management experience, a BS degree, and specific certifications (CET or PMP), and a Site Superintendent with 5 years of construction management experience, technical proficiency in elevator/building systems, and OSHA training.
