Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the overhaul of the YC-1381, a non-propelled, self-elevating anchor barge used by the U.S. Navy for handling heavy anchors and mooring lines at sheltered anchorages. The goal is to provide comprehensive docking, maintenance, and repair services to ensure the barge's operational readiness and structural integrity.

• Towing Services: Contractor is responsible for transporting the YC-1381 from Fleet Activities Yokosuka (CFAY) to their facility and returning it upon completion. This includes providing suitable tugs and managing the transfer of custody.
• Docking and Undocking: Contractor shall dry dock or haul the barge for underwater hull repair and preservation, ensuring proper blocking and cleaning of marine growth. A lifting plan is required prior to refloating.
• Clean Underwater Hull / Conduct UT Testing: Includes high-pressure water cleaning, power tool cleaning to SSPC-SP3 standards, and Ultrasonic (UT) testing of the underwater body, hull, main deck, and freeboard surfaces to identify thickness variations.
• Structural/Hull Visual Inspection: Comprehensive inspection of the underwater body, hull, structural members, deck fittings, and fendering to identify and record defects.
• Preservation and Repair of Structural, Hull, and Exterior: Includes blasting and cleaning the hull, replacing damaged members and plating, applying protective coatings, and reapplying markings. Also covers replacement of zinc anodes, hull fender brackets, rubber fenders, chains, shackles, and tires.
• Main Deck Repair and Preservation: Involves removing and installing new non-skid coating systems, repairing warped or damaged deck sections, replacing pad-eye deck fittings, bitts, cleats, staples, and chocks, and repainting.
• Repair and Preserve Void: Contractor must comply with "gas freeing" requirements, blast and remove paint from interior voids, conduct detailed inspections, and perform repairs on identified damaged sections.

All work must pass inspection without major non-conformances. A final inspection and summary report confirming completion and Government acceptance are required.

Regular updates on work status, milestones, and schedule/scope impacts are required. Participation in scheduled progress meetings is mandatory.

Any proposed changes to scope, schedule, materials, or methods must be submitted in writing to the MMO for review and approval prior to implementation. Changes require Contracting Officer approval.

• This solicitation is intended only for sources duly authorized to operate and do business in Japan.

• Offerors must certify they currently hold an active U.S. Navy MSRA/ABR Agreement or expect to complete the certification process prior to award.
