Evaluation factors, in order of importance, include: Experience (Advisory Down-Select), Management Approach (Written Proposal), Technical Capabilities (Written Proposal), and Price. Non-price factors combined are significantly more important than Price.
- Process: The evaluation involves a Phase 1 Corporate Interview Questionnaire leading to an advisory down-select, followed by a Phase 2 written proposal, which must include a Notional Work Plan and Work Estimate Forms.
Special Requirements
Contractors must provide qualified and certified personnel, adhere to all applicable federal, state, local, and tribal laws, and comply with security screening requirements. A Safety Plan and Quality Control Plan are mandatory, and the contractor will utilize the ILSS Maximo web-based work management system.
