Scope of Work

The contractor will provide expert technical solutions and services for the maintenance, repair, and improvement of TI assets. This includes:

  • Roads and bridges (including boat ramps and floating boat slips)
  • Fences and gates (including concertina/razor wire)
  • Vegetation control and debris removal
  • Border lighting and electrical systems
  • Clearing and repairing drainage and grate systems
  • Tunnel remediation
  • Maintenance of TI attributes such as cameras, shelters, and generators

Services encompass both scheduled and unscheduled maintenance, with unscheduled activities exceeding $750,000.00 per event excluded from this contract.

Contract Details & Eligibility

  • Contract Type: Firm Fixed Price/Fixed Unit Price hybrid with a Not-to-Exceed (NTE) amount.
  • Period of Performance: One base year and four one-year option periods, totaling up to 54 months.
  • Set-Aside: 100% 8(a) Set-Aside.
  • Place of Performance: Yuma, Arizona, and El Centro, California Sectors.
  • Eligibility: Only vendors who attended the mandatory site visits (held January 26-27, 2026) are eligible to proceed with the proposal process. Contractors must maintain an office within each sector's Area of Responsibility (AOR).

Submission & Evaluation

  • Phase 2 Proposal Due: March 4, 2026, at 11:30 AM ET.
  • Evaluation: Award will be based on a "best value trade off" approach. Evaluation factors include:
    • Factor 1: Experience (Corporate Interview Questionnaire, 4-page limit)
    • Factor 2: Management Approach (Written Proposal, 15-page limit)
    • Factor 3: Technical Capabilities (Written Proposal, 25-page limit)
    • Factor 4: Price
    • Factors 1-3 combined are significantly more important than Price. Factor 2 is more important than Factor 3, and Factor 3 is more important than Factor 1.
  • Key Requirements: All maintenance teams must consist of at least two people. Corporate experience must be as a Prime Contractor within the last eight years. Bonding capability will be required post-award. Resumes for Key Personnel do not count towards the 15-page limit for Factor 2.
