Submission & Evaluation

Proposals must be submitted electronically in separate Volumes (I and II) to michael_davidson@nps.gov or michael_davidson@ios.doi.gov. Each email attachment must not exceed 30 MB. Offerors must be registered in SAM. Evaluation will follow a Best Value Continuum Tradeoff Process, where Technical Capability, Past Performance, and Price are equally weighted and approximately equal to Price.

  • Technical Capability factors include the quality of the impact minimization plan, critical path construction schedule, and relevant prior experience.
  • Past Performance factors include quality, timeliness, business relations, and cost control. CPARS evaluations are acceptable in lieu of Past Performance Questionnaires (Attachment 8).
  • Bidders must incorporate costs for new work items into CLIN 001. A Limitations on Subcontracting Worksheet (Attachment 10) is required, demonstrating compliance with the 85% threshold for general construction. The applicable Davis-Bacon Wage Determination is WA20260022 for Clallam County, Washington.

Additional Notes

No site visit will be held. The Government intends to award without discussions but reserves the right to hold them if necessary.
