• Standard controls point-to-point checkout and verification.

• Provision of system low voltage and control for various components including boilers, pumps, and fans.

• Upgrade of existing JCI zone sensors to new zone temperature sensors.

• Daily cleanup and securing of the work site.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to replace existing JCI controllers with Siemens BACnet controllers in the b105 Simulation Center at VAPAHCS Palo Alto.

• Replace existing JCI controllers with Siemens BACnet controllers.

• Perform work within 60 calendar days from the notice to proceed.

• Provide a project schedule upon award and notify the CO/COR of any expected delays.

• Coordinate work with the COR to minimize impact on daily activities and noise.

• Provide operation and maintenance instructions, and manufacturer documentation upon project completion.

• Provide a one-year full parts and labor warranty on cooling tower parts.

• Provide all necessary tools, equipment, and personal protective equipment.

• Ensure daily cleanup and securing of the work site, including waste disposal.

• Implement quality control for all work conducted.

• Obtain required ID badges for all employees.

• Comply with Federal laws, regulations, standards, and VA policies regarding information and information system security.

• Coordinate utility shutdowns with a minimum of 21 days written notice.

• Follow all applicable codes and standards, including HCSM, OSHA, Lock-out-Tag-out, NFPA, etc.

• Complete the Contractor Security Control Assessment (CSCA) form within 30 days of contract award.

• Upgrade existing JCI controllers for the HHW Panel to Siemens BACnet PXC.A controllers.

• Upgrade existing JCI controllers for the AHU Panel to Siemens.

• Decommission existing JCI PCG Controllers + Expanders for HHW and VAV systems.

• Provide new Siemens BACnet controllers + Expanders for HHW and VAV systems.

• Integrate systems and devices into the existing Siemens Campus BMS Front End.

• Provide graphics and programming for the Siemens Desigo CC front-end.

• Provide controls submittals and final as-built documentation.

• Perform standard start-up testing and point-to-point verification.

• Install low-voltage electrical control wiring and conduit as required.
