Scope of Work

The contractor will provide all personnel, equipment, tools, materials, and supervision to:

  • Decommission existing JCI PCG Controllers and Expanders for Heating Hot Water (HHW) and Air Handling Unit (AHU) systems.
  • Install new Siemens BACnet PXC.A controllers, expanders, and new air temperature sensors.
  • Perform controls point-to-point checkout, verification, and full integration into the existing Siemens Campus Building Management System (BMS) Front End (Desigo CC). The period of performance is 60 calendar days after the Notice to Proceed (NTP). The magnitude of construction is estimated between $100,000.00 and $250,000.00.

Critical Contractor Qualifications

Offerors must meet specific technical qualifications:

  • Be an authorized and certified Siemens partner (including Value-Added Partners) for the past five (5) years.
  • Have a minimum of five (5) technicians certified in Siemens Desigo, PXC, DXR, and/or ABT.
  • Maintain a local office within 50 miles of Palo Alto, CA, for rapid response and support.

Site Visit & Key Dates

A second site visit is scheduled for Friday, February 13, 2026, at 11:00 AM PST, meeting outside Building 105. Interested parties must RSVP by Wednesday, February 11, 2026, 12:00 PM PST, via email to the Contracting Officer and Contract Specialist. Attendance is highly encouraged but not mandatory.

  • Questions/RFIs Due: Tuesday, February 17, 2026, by 12:00 PM PST.
  • Proposal Due Date: Tuesday, March 3, 2026, by 12:00 PM PST.

Submission & Evaluation

Proposals must be emailed to Contract Specialist Edwin Rivera (edwin.rivera@va.gov) and Contracting Officer Jose Hernandez (jose.hernandez1@va.gov). This is a Firm-Fixed-Price contract, and evaluation will be based on the Lowest Price Technically Acceptable (LPTA) method.

Compliance Notes

This is a 100% SDVOSB set-aside; offerors must be certified in the SBA VetCert database at the time of offer submission and prior to award. Bid, payment, and performance bonds are required. The Buy American statute applies, and compliance with VA Handbook 6500.6 Appendix B and C regarding IT security is mandatory. Wage Determination CA20250018 applies.
