Statement of Work (SOW) / Performance Work Statement (PWS)

To install a 90' x 61' 4" concrete slab to support two (2) 30' x 40' storage units for Interior Design (ID) at the VA Southern Nevada Healthcare System (VASNHS). The project includes utility runs, grounding, and the installation of conditioned tuff sheds with electrical connections and doors.

• Installation of a 4" thick concrete slab.

• Subgrade preparation including excavation, compaction to 95% relative compaction with Class 2 Aggregate Base.

• Installation of reinforcing steel and dowels.

• Hydrovac underground electrical trenching and installation of conduit and pull wire.

• Installation of two (2) 2" RGC above ground and PVC Schedule 40 Pipe underground electrical pathway.

• Provision of two (2) 125 Amp breakers at the existing electrical source and a Christy box.

• Installation of a UFER ground and an 8' copper ground rod.

• Construction of an aluminum screen wall fence with gates, including specified hardware and locksets.

• Verification of existing site conditions and square footages.

• Subgrade compaction to 95% relative compaction.

• QA/QC plan required, demonstrating review and coordination through a minimum of three phases of inspection/control procedures.

• Submission of project-specific plans (Construction Safety Plan, Environmental Protection Plan, Fire Safety Plan, Quality Control Plan, Waste Management Plan) within ten (10) Federal workdays after Notice to Proceed (NTP).

• VA review period for submittals is fifteen (15) Federal workdays; for RFIs, it is ten (10) Federal workdays.

• Security Requirements: Certification & Accreditation (C&A) requirements do not apply. Contractors shall not access VA personnel's or patients' Personal Health Information (PHI) or Personally Identifiable Information (PII). All personnel are subject to Federal laws, regulations, and VA directives regarding information security. Specific requirements for handling VA information, data encryption, and security incident reporting are detailed.

• Site Visits: Contractor must visit the site prior to commencing construction.

• Government Furnished Items: Project Drawings, As-Built Drawings, and Specifications will be provided.

• Innovation: Contractor may propose variations to the SOW, subject to Government approval, if they meet project objectives and budget/schedule limitations.

This notice is a market research tool to identify potential sources capable of performing Project No. 593-26-104, Install Interior Design (ID) Concrete Pad at the VA Southern Nevada Healthcare System (VASNHS). The government is assessing industry capabilities and acquisition planning. Responses will help determine the procurement strategy, including potential small business set-asides.
