• Fireproofing: Existing interior spray fireproofing damaged in work areas is to be repaired. Refer to Drawing Gl101 for required ratings.
• Crane & Hoisting: Allowed during regular work hours (Mon-Fri), but contractor must provide flaggers, safety plan, rigging plan, and traffic control plan for approval.
• Painting: Finishes are indicated on Architectural plans (AE101, AE111, AE121) and the Finish Symbol Legend.
• Delegated Design: Contractor is responsible for delegated design for metal stairs, railings, steel connections, etc.
• Concrete Pads: Pre-blended bag mix concrete is not recommended; truck ready-mix is preferred.
• AHU Refurbishing: Work is to be done only after hours/weekends.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide construction services for labor, material, and supervision to improve the Operating Room (OR) and Sterile Processing Department (SPD) HVAC systems at the James J. Peters VA Medical Center.

• Objective 1: Site preparation, demolition, and new construction of one (1) rooftop chilled water system (or similar backup) and design modifications for existing critical AH-16 (OR area) and AH-02 (SPD area) to meet ASHRAE standards for comfort level humidity and cooling temperature. Two (2) backup chillers are required with sufficient capacity for normal, emergency, and future loads, capable of variable chilled water flow.

• Objective 2: Provide motorized automatic changeover valves to switch between backup and main chilled water systems.

• Objective 3: Reuse existing roof dunnage for one chiller and construct new dunnage for the second chiller, adhering to Risk Category IV Healthcare Facility (ASCE7-16) standards.

• Structural: Demolition of existing dunnage, patching of roofing, provision of new dunnage on Area E and G roofs supported by HSS posts, reinforcement of steel beams in Area E mechanical room, and new concrete housekeeping pads (min. 4,000 psi).

• Mechanical: Replacement of existing 190-ton rooftop chiller system with a 290-ton system for OR AHU-16 and installation of a new 140-ton system for SPD AHU-02. Modifications include new cooling coils, heat pipe recovery systems, and use of propylene glycol for freeze protection. Integration with the existing Building Automation System (BAS) is required. Replacement of AHU-02 fan array and associated controllers, sensors, and points. Steam to HW heat exchanger installation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide construction services for labor, material, and supervision to improve the Operating Room (OR) and Sterile Processing Department (SPD) HVAC systems at the James J. Peters VA Medical Center.

• Site Preparation, Demolition, and New Construction:

  • Install one (1) rooftop chilled water system or similar backup system for the OR area (AH-16).
  • Install one (1) backup chilled water system for the SPD area (AH-02).
  • Both systems must meet ASHRAE standards for comfort level humidity and cooling temperature.
  • Two (2) backup chillers are required, capable of providing sufficient capacity for normal, emergency, and future loads, with variable chilled water flow.

• Automatic Changeover Valves: Provide motorized automatic changeover valves to switch between backup and main chilled water systems.

• Roof Dunnage: Reuse existing dunnage for the OR chiller (AH-16) and construct new dunnage for the SPD chiller (AH-02) according to Risk Category IV Healthcare Facility (ASCE7-16) standards.

• Structural Modifications: Reinforce existing steel beams in Mechanical Room E, provide new concrete housekeeping pads (min 4,000 psi), and construct new dunnage on roofs for chiller support.

• Architectural Work: Includes cutting, patching, flashing of existing roof systems, firestopping, sealing, fireproofing repair, and painting mechanical room floors and equipment pads. Specific mechanical rooms (2E-11, 3E-63, GG-09E, 2B-65) and roof areas (E-Area, Area G) will be impacted. Infection control measures (ICRA, ILSM) are required.

• Mechanical Systems:

  • Replace existing 190-ton rooftop system with a 290-ton air-cooled scroll chiller system for OR AHU-16.
  • Install a new 140-ton rooftop air-cooled chilled water system for SPD AHU-02.
  • Modifications to AHU-16 and AHU-02 cooling coils and components to meet temperature and humidity requirements.
  • Use of 40% propylene glycol for freeze protection is preferred.
  • Integration of new HVAC equipment controls with the existing Building Automation System (BAS).
  • Replacement of AHU-02 plenum fan array.
  • Specific chiller (York YLAA0170SJ46XFB or equal) and pump (Armstrong or equal) models are specified.

• Electrical Work: New panel installation for chiller power, power for pumps, and use of copper wiring for transformers.

• Estimated Completion Time: 360 Calendar Days (excluding equipment lead times).

• Location: James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468.

• On-Site Examination: Prospective bidders are required to conduct at least one on-site examination prior to bid submittal.

• Project Management: A full-time site superintendent and a Project Manager with a minimum of 5 years of direct HVAC experience are required. Qualifications must be submitted within 10 days of award.

• Autodesk Construction Cloud (ACC): Contractors must utilize the VISN 2 Autodesk Build Construction management platform for all project correspondence and submissions. Training is mandatory.

• Infection Control: Adherence to VA's standards for Infection Control Risk Assessment (ICRA) and Interim Life Safety Measures (ILSM) is required.

• Permits & Responsibilities: Contractor is responsible for all damages, safety precautions, and materials until project completion and acceptance.

• Invoicing: Submit invoices through the Tungsten Network, validated by the COR.

• Work Hours: Normal operating hours are 8:00 am to 4:30 pm, Monday-Friday. Work outside these hours requires COR approval.
