Scope of Work

The project requires the comprehensive removal and replacement of the existing PA system across approximately 53 buildings on the Hampton VA campus. Key deliverables include the installation of new OSP fiber optic cable, conduits, boosters, Managed Ethernet Switches, VoIP Encoder/Decoders, dual input modules, TCP/IP to RS-232 interfaces, BC-1R battery cabinets, fiber breakout boxes, LC connectors, and patch cords. Work encompasses general construction, alterations, low voltage electrical work, and minor revisions to existing power. Head-End equipment will be installed in room 10 of building 168. The contractor must perform system testing to verify proper operation according to manufacturer specifications and comply with all specifications and drawings provided in Attachments B and C. Safety requirements, including OSHA 10-hour (30-hour for competent person) and Tuberculosis (TB) testing certification for all site employees, are mandatory.

Contract Details

This is a Firm-Fixed-Price contract with an estimated magnitude between $1,000,000 and $2,000,000. The Period of Performance is 240 calendar days from the Notice to Proceed (NTP). The procurement specifies VALCOM products as brand name components, with no substitutions accepted, due to VA OIT network approval requirements.

Submission & Evaluation

Bids must be submitted via email to aaron.holmes@va.gov (cc: madeline.lucena-pulst@va.gov) by Friday, March 27th, 2026, at 1:00 PM EST. A public bid opening will be held via Microsoft Teams on the same day at 3:00 PM EST. Award will be made to the responsive and responsible offeror with the lowest evaluated price, as bids will be ranked by price alone. This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Bidders must be registered and current in the System for Award Management (SAM) and certified as an SDVOSB in the SBA's Veteran Small Business Certification (VetCert) database at the time of bid submission. The prime SDVOSB must perform a minimum of 25% of the work with its own labor force (excluding paperwork, submittals, and project management) and comply with subcontracting limitations (13 CFR 125.6).
