Submission & Evaluation
Proposals must be submitted via email to jason.phillip@va.gov (cc: bridget.may@va.gov) in three separate volumes (Past Performance, Price, Administrative Information), each as a searchable PDF and under 5MB. Evaluation will prioritize Past Performance (significantly more important than Price) and Price. Offerors must demonstrate relevant past performance with 2-3 projects completed within the last five years, each exceeding $20 million and involving phased construction in an active healthcare setting. Required submissions include a Bid Guarantee (SF 24, min 20% of proposal price, max $3M), a completed Past Performance Questionnaire (Attachment 17), a Project Information Sheet (Attachment 18), and a Division Cost Breakdown (Attachment 19).
