Scope of Work

The project involves comprehensive general construction, alterations, demolition, and new construction across multiple buildings (e.g., 2, 4, 5, 6, 7, 8, 10, 11, 15, 16, 18, 24, 90, 91, 92, 93, 94, 00, 189, 202, 219, 221, 224, 225, 226) and site areas. Key deliverables include:

  • Electrical upgrades: Panels, power, bonding, Uninterruptible Power Supply (UPS), Building Management System (BMS) interfaces.
  • HVAC assessment and upgrades.
  • Space reconfiguration, expansion, and renovation.
  • Communication infrastructure: Data outlets, patch panels, Cat 6A cable upgrades, dedicated non-continuous pathways for fiber optic backbone. Telecommunications contractors must be BICSI licensed with 5 years' experience, and technicians require manufacturer certifications.
  • Physical security upgrades.
  • Fiber infrastructure assessment and upgrades (campus-wide, inter-building).
  • Hazardous material abatement. Specific brand-name items are required for HVAC controls, physical access control (Lenel OnGuard), video surveillance (Avigilon H5A), and fire alarm systems (Notifier NFS-320 series) due to standardization needs. Commissioning (Cx) is not required.

Contract Details

  • Contract Type: Firm-Fixed-Price.
  • Period of Performance: Approximately 730 calendar days from the Notice to Proceed.
  • Estimated Magnitude of Construction: $20,000,000 to $50,000,000.
  • Set-Aside: Total Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be SBA certified in the VetCert database.

  • Bonds: A bid guarantee (SF 24) of not less than 20% of the proposal price (not to exceed $3,000,000) is required. Performance and Payment Bonds (SF 25 and SF 25A) will be required upon award.
  • Subcontracting: The prime contractor cannot pay more than 85% of the amount received from the government to firms that are not certified SDVOSBs or VOSBs (excluding material costs).

  • Past Performance Requirements: Offerors must provide 2-3 projects completed within the last 5 years (at least 75% complete), valued over $15 Million, demonstrating experience with large-scale communication infrastructure construction in active healthcare environments, phased construction, IT, mechanical, electrical, and telecommunications reconfiguration in a 24/7 VHA medical facility.
  • Pricing: Must be submitted in whole dollar values only. Offerors are responsible for including all state and local sales or use taxes.

Additional Notes

All personnel working within VA facilities will require a VA PIV Card. Off-hours work may be required at no additional cost for tasks impacting patient care or critical systems. Offerors must acknowledge all amendments.
