• Roofing Manufacturer & Color Match: The original manufacturer of the roofing panel is Englert 2500 Series Standing Seam. This information is provided to help match the color Slate Gray as closely as possible and to renew the warranty.
• Quantity of Panels: Panels to be replaced are enclosed with yellow lines in the provided photo, as the valleys they empty into are compromised.
• Roof Area Limits: The Standing Seam roof is outlined in yellow, the TPO roof in blue, and the Cornice metal to be replaced in red in the provided photos.
• Concealed Damage Pricing: Undiscovered damages will be handled by submitting actual receipts for materials and certified wages. A pre-disclosed standard markup will be applied, allowing the contractor a reasonable profit.
• Site Constraints: Access to the patient area via the side ramp entrance must never be blocked. Front access can be blocked with prior arrangements. Pedestrian protections must be in place above the front entrance for the project duration.
• Warranty Requirements: If manufacturer restrictions void warranties, they must be disclosed to the COR before installation. There are no third-party inspection requirements.

This RFI provides clarifications on material specifics, quantities, site constraints, and warranty requirements, which may impact how bidders prepare their proposals and pricing.

Statement of Work (SOW) / Performance Work Statement (PWS)

To address and repair leaks identified coming from the roof of Building 114 at the Hampton VA Medical Center.

• Remove existing metal roofing, metal valley, and membrane systems down to the metal deck in specified areas.

• Install new tapered ISO (polyiso) insulation.

• Install new mechanically fastened .060 white TPO (Thermoplastic Polyolefin) membrane over the entire flat roof area.

• Fully adhere membrane at walls and curbs, and heat-weld all seams.

• Fabricate and install new 24-gauge white polyvinylidene fluoride finished drip edge, flashings, and counterflashing metals.

• Remove and replace existing pilaster caps, ledge metal, and deteriorated fascia wrap metal with new white polyvinylidene fluoride coated metal.

• Install new standing seam roof panels in Slate Gray color to match existing.

• Fasten and seal hip cap at the eastern-most hip on the existing standing seam roof.

• Remove all demolished materials and construction waste from the property.

• Furnish a 20-year weathertightness warranty from the membrane manufacturer.

• Furnish a 2-year installer's warranty.

• Ensure temporary rain protection to prevent interior damage and disruption of patient care.

• Contractor shall provide written assurance of personnel competency and a list of credentials for approved service personnel within 10 days after contract award.

• Contractor shall provide safety plans for site-specific roofing applications, including a Site Safety Officer and weekly safety briefings, prior to Notice to Proceed (NTP).

• Contractor shall conduct daily site clean-up and ground safety walks.

• Period of Performance: 60 calendar days from Notice to Proceed (NTP).

• Place of Performance: Hampton VA Medical Center, 100 Emancipation Drive, Hampton, Virginia 23667.

• Work to be performed by qualified Contract Professionals.

• Contractor must provide applicator certificates for the roofing product selected.

• Firm-fixed price contract.

• Changes to the SOW must be authorized and approved in writing by the Contracting Officer (CO).

• Contractor must have a minimum of five (5) years of working experience in Maintenance and Testing of Roofing in healthcare, industrial, educational, or commercial facilities.

• Contractor is responsible for determining and securing all required Federal/State/EPA permits.

• Contractor must provide necessary tools, equipment, and Personal Protective Equipment (PPE) compliant with OSHA and NFPA standards.

• Contractor must maintain a binder with Safety Data Sheets (SDS) on site for all materials brought onto Federal property.

• Contractor must provide product details/specifications, warranties, and owner's manuals to the COR.

• Contractor shall provide a dedicated Account Manager.

• Contractor shall always be escorted by a VA employee during Maintenance at all facilities.

• Normal workdays are Monday through Friday, with potential for first and second shifts, including weekends and Federal Holidays, as coordinated with the COR. Work affecting patient care systems must be performed during least disruptive times.

• Contractor shall remove all parts and debris daily and is responsible for complete daily clean-up until inspections are completed.

• Contractor shall submit a daily report on progress to the COR or authorized personnel.

• TPO-to-Metal Roof Transition: Existing metal panels at TPO membrane interfaces will be fully removed and replaced, not temporarily detached.
• Staging and Laydown Areas: Authorized staging areas are identified in a provided photo, including dumpster placement.

• Roof Panel Manufacturer: The original manufacturer of the roofing panel is Englert 2500 Series Standing Seam.
• Panel Replacement: Panels to be replaced are those within yellow lines, specifically those emptying into compromised valleys.
• Existing Roof System: The existing roofing system below the current membrane consists of a 2" layer and a taper layer. The original EPDM is the only roof on the structure. The roof decking is 16-gauge corrugated galvanized.
• Insulation R-Value: Drainage determines the thickness and R-value of the tapered polyiso (ISO) insulation; thickness is 2.25" at the drain and 4.5" at the highest taper areas.
• Site Access: Temporary closure of the main entrance is permissible for reach lift access, provided advance notice is given and pedestrian protection is maintained. The ramp entrance to the building must remain accessible.
• Work Hours: Acceptable work hours are 0700 to 1600, with potential extensions until dusk for weather-related water intrusion prevention, with patient rest protected.
• Hazardous Materials: No asbestos survey or hazardous materials assessment has been performed and none is planned. Contractors must report differing site conditions.
• Concealed Damages: Undiscovered damages will be handled via submittal of actual receipts for materials and wages, with a pre-disclosed standard markup.
• Warranty: A two-year installer warranty applies to both the membrane and panels. The original manufacturer of the roofing panel is Englert 2500 Series Standing Seam.
• Specifications: No additional specifications or drawings will be provided beyond the SOW.
• Superintendent Roles: A superintendent can serve multiple roles (SSHO, QA/QC) if qualified.
• Abatement: No abatement is expected.
