Scope of Work

The contractor will conduct intensive training including Combat Clearance, Anatomy and Physiology, live & fresh tissue training, Mission Planning, Casualty Evacuation (CASEVAC), Technical Rope Rescue, Extrication, K-9 medicine, Low Visibility operations, Personnel Recovery, Hostage Rescue, Confined Space and Structural Collapse, and Pre Hospital Trauma Life Support or Tactical Combat Casualty Care. Training must adhere to AFTTP 3-3 Guardian Angel and the Pararescue Medical Operations Handbook.

Key Requirements

  • Facilities: Climate-controlled secure storage, two helicopter simulators (NVD compatible), climate-controlled gym, vertical structure support (min 200ft), and a secure indoor facility for all-weather training.
  • Personnel: AAALAC accredited live tissue vendors, instructors with Joint Special Operations Command (JSOC) operational experience, and an emergency room doctor or general surgeon for medical training.
  • Equipment: Contractor-provided non-life rated Technical Rescue equipment (e.g., Jaws of Life), M4 rifles with NVD capable IR lasers/optics, UTM simunition, and Glock simunition pistols/ammo. Cadavers for medical training.
  • Support: White Cell, Opposing Force, Casualties, and Vehicles for extrication scenarios.

Evaluation Factors

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, representing the best value to the Government. Factors considered are:

  1. Technical Capability: Documentation demonstrating a complete and realistic plan to meet SOW objectives, including facility details, instructor qualifications, and scenario execution capabilities.
  2. Past Performance: Assessed as "Acceptable" or "Unacceptable" based on recent and relevant contracts.
  3. Price: Total evaluated price will include the proposed training course cost for 44 personnel (24 Week 1, 20 Week 2) and calculated travel costs. Travel costs will be based on Joint Travel Regulation (JTR) per diem rates and a mileage rate of $0.725 per mile.
