The 38th Rescue Squadron (RQS) requires a commercial company to conduct pre-deployment Full Mission Profile (FMP) training for two teams.

• Conduct training including, but not limited to: Combat Clearance, Anatomy and Physiology, live & fresh tissue training, Mission Planning, Casualty Evacuation (CASEVAC), Technical Rope Rescue, Extrication, K-9 medicine, Low Visibility operations, Personnel Recovery, Hostage Rescue, Confined Space and Structural Collapse, Pre Hospital Trauma Life Support or Tactical Combat Casualty Care.

• Training must adhere to AFTTP 3-3 Guardian Angel and the Pararescue Medical Operations Handbook.

• Live tissue vendors must be AAALAC accredited.

• Instructors must have Joint Special Operations Command (JSOC) operational experience for updated Close Quarters Battle tactics.

• Contractor must provide non-life rated Technical Rescue equipment (e.g., Jaws of Life, Sawzall, grinder, lift bags w/ air bottles, Crash Axe, Hooligan, Pry Bars).

• Contractor must provide M4 rifles with NVD capable IR lasers and optics, UTM simunition bolts and ammo, and Glock simunition pistols and ammo for training scenarios.

• Training days will not exceed 12-hour aircrew duty day if flying is involved.

• All training must comply with Federal, State, local, and Moody AFB laws and regulations concerning personnel and environmental protection.

• Total training duration: 10 days.

• Silver Team: March 9-13, 2026 (Travel: March 8 & 14, 2026).

• Blue Team: March 23-27, 2026 (Travel: March 22 & 28, 2026).

• Training site to be within the continental United States, preferably within 9 driving hours of Moody AFB.

• Contractor must provide facilities, logistic support, and instructors.

• Facilities must include: climate-controlled secure storage, two helicopter simulators with NVD compatible lighting, climate-controlled gym, and a vertical structure support (min 200ft).
