Quick Summary
The Department of Veterans Affairs (VA), Network Contract Office 17, is soliciting proposals for Project 549A-SL-506: Replace Heat Exchanger Bonham. This project involves the replacement of eight (8) heat exchangers at the Sam Rayburn Memorial Veterans Center in Bonham, Texas. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by June 1, 2026, at 3:00 PM CST.
Scope of Work
The contractor will furnish all materials and labor to replace eight heat exchangers across four buildings: Main Hospital Bldg. 1, Administrative Bldg. 2, Domiciliary Bldg. 24, and Community Living Center (CLC) Bldg. 29. The scope includes disconnecting, demolishing, removing, and disposing of existing units, as well as installing new steam piping, valves, fittings, condensate piping, drain piping, relief valve piping, and electrical connections. The project requires providing and installing temporary heat exchangers prior to deactivation of existing units. Phasing priority is Bldgs. 24 & 29 first, followed by Bldgs. 1 & 2.
Key Requirements
Specific requirements for each building's heat exchangers are detailed, including type, flow rate, temperature, pressure, and control valves. Contractors must provide and install temporary hot water systems for all four buildings, meeting specific GPM requirements (38 GPM for Bldgs 1, 2, 29; 75 GPM for Bldg 24). All work must comply with VA HVAC Design Manual and applicable building codes. Hot water outages for inpatient facilities and kitchen areas (Bldgs 24 & 29) are highly restricted and require 24/7 hot water, necessitating careful coordination and temporary solutions. Hazardous material testing has not been completed. New Pressure Reducing Valve (PRV) assemblies are required. Siemens services for Building Automation Systems (BAS) replacement will be the responsibility of the awarded contractor as a sub-contractor.
