This solicitation is for the distribution and supply of medical-grade liquid bulk oxygen and medical cylinder gases for the VA Palo Alto Health Care System. The government is seeking a committed source of supply for these essential medical gases.

• Supply of medical-grade liquid bulk oxygen, including contractor-owned main and back-up tanks with remote monitoring.

• Contractor-furnished equipment includes installation and maintenance of bulk oxygen tanks and back-up systems, manifold, cylinders, liquid converter, alarm switch, regulator, valves, and level indicator.

• Compliance with United States Pharmacopeia and National Formulary standards, FDA regulations (CGMP), and specific federal specifications (e.g., BB-C-IOID).

• Delivery of medical liquid bulk oxygen to VA Palo Alto Health Care System facility.

• Provision of 24/7 emergency contact and response for deliveries.

• In-service training on refill procedures, maintenance, and emergency shutdowns.

• Verification of gauge accuracy on contractor-owned tanks.

• Provision of Material Safety Data Sheets (MSDS) upon request.

• Contract Period of Performance: 12 months (Base) with four (4) option years.

• Contract Type: Firm-Fixed-Price.

• Offerors must complete Section B.2 (Price/Cost Schedule) and Section B.4 (Delivery Locations).

• Offerors will not be eligible for award if the Limitations on Subcontracting (LOS) Certification on pages 41-42 is not completed and returned with the offer.
