78th Temporary Bathhouse - Portable Shower Trailer

This solicitation is for the lease of portable showers for the Base Pool at Robins AFB, GA. The requirement is for temporary bathhouse facilities during the demolition/rebuild of the new bathhouse, including ADA-compliant access. The lease is for a period of 4 months for the base period and an additional 4 months for an option period.

• Evaluation: The Government will award a contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors include Technical Acceptability and Price Evaluation.

• Technical Acceptability: Offerors must indicate understanding and meeting of all requirements outlined in the SOW dated January 20, 2026. Exceptions must be clearly stated with methodology.

• Price Evaluation: Offers will be ranked from lowest to highest based on price. Price reasonableness will be determined.

• This acquisition is 100% set aside for Small Business concerns. Only quotes submitted by small business concerns will be accepted. Quotes from contractors that are not small business concerns will not be considered for award.

• The solicitation is a combined synopsis/solicitation.

• Vendors are required to complete and sign the solicitation document and return it with their quote.

• Availability of Funds clause (52.232-18) is included, stating funds are not presently available and the obligation is contingent upon availability of appropriated funds.

• Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF).

• The Statement of Work (SOW) dated January 20, 2026, is attached.

Statement of Work (SOW)

To provide a temporary bathhouse facility for the Heritage Club Pool during the demolition and rebuild of the new bathhouse, from May 21, 2026, to September 7, 2026, with a potential second period from May 2027 to September 2027.

• Provide a portable trailer with four (4) stalls, including one (1) ADA-compliant stall with a lift if needed.

• Each stall must include a private shower, toilet, and vanity with a sink.

• Stalls must have doors lockable from the inside.

• Sinks must provide hot and cold water.

• Contractor must provide maintenance or replacement of the unit within 48 hours of a service call.

• Propane tanks must be portable and delivered full of fuel.

• Contractor must assist with setup and disconnect, providing necessary specifications and/or manuals.

• All contractor vehicles must be clearly marked and enter/depart through Gate 4 at Robins Air Force Base, Georgia.

• Grey water removal and plumbing to sewer.

• Janitorial services and paper supplies.

• Propane tank refills.

• General: Delivery during normal duty hours (7:30 AM - 5:00 PM EST, Monday-Friday). Provide specifications/manuals to the Government Representative and Contracting Officer.

• Government Furnished Property/Services: Site access, restroom use in identified facilities, building electrical, power, water, sewer, and security police and fire protection.

• Hours of Operation: Monday-Friday, 7:30 AM - 5:00 PM; Saturday-Sunday, 8:00 AM - 4:00 PM (excluding federal holidays).

• Contractor Program Manager: Must be designated within five (5) calendar days after contract award.

• Security: Provide installer list 5 days prior to installation for base passes. Meet minimum security requirements for base access (5-day advance notice for passes). No individuals with recent arrests allowed. Comply with base traffic regulations. Weapons, firearms, and ammunition are prohibited. Responsible for safeguarding government property.

• Safety: Maintain a safety plan, instruct employees on hazard avoidance, provide appropriate PPE. Report accidents/incidents to 78 SFS.

• Disposal of Removed Material: Manage, dispose of, and recycle waste in compliance with Federal, State of Georgia, and local laws. Follow special methods for waste streams, including hazardous materials. Dispose of debris according to Robins Environmental Requirements – 01560.

• Site Maintenance, Clean Up, and Restoration: Maintain a neat, orderly, and safe work site. Promptly remove scrap, waste, and excess materials. Provide signs, barricades, and lights as needed.

• Project Requirements: Provide necessary technical knowledge and skills. Install items according to manufacturer's instructions and the most stringent requirement among Base Facility Standards, specifications, contract clauses, schedule, attachments, and manufacturer's requirements, at no additional cost to the Government.

• Contractor Identification: Personnel must wear visible identification as contractors while on Robins Air Force Base.
