Scope of Work
The selected contractor will develop and deliver three (3) six-month, cohort-based leadership development programs. Program content must align with OPM Executive Core Qualifications (ECQs), NASA Administrators Leadership Expectations, and NASA Supervisor Core Competencies. Delivery will be in a hybrid format, combining virtual and in-person sessions, including orientation, kickoff, two in-person modules, and two virtual intersessions. Key deliverables include supporting post-program measurement, sustainment, and reporting, providing 508 compliant instructional materials, and administering/debriefing assessments such as CliftonStrengths, DiSC, TKI, and WellQ 360. The program focuses on enabling participants to apply core leadership principles, lead teams effectively, navigate organizational systems, and build cross-functional relationships.
Contract Details
This is anticipated to be a Firm Fixed Price contract. The Period of Performance will begin one week after award and remain active through December 2028, covering one pilot program with an option for up to two additional offerings. The program targets mid-career supervisors with 5-10 years of experience, with each cohort consisting of up to 50 participants. The NAICS Code for this procurement is 611430 (Education Services).
Submission & Evaluation
Quotes are due by April 20, 2026, at 12 p.m. CT. Contractual and technical questions must be submitted via email by April 16, 2026, at 12 p.m. CT. Quotes will be evaluated using a Lowest Price Technically Acceptable (LPTA) process. Award will be made to the responsible Offeror whose offer conforms to the solicitation, is technically acceptable, and represents the best value to the Government. Delivery is FOB Destination.
Eligibility & Notes
This procurement is set aside for small businesses, and Offerors must be registered at www.sam.gov. Facilitators requiring in-person access to Government facilities must be US citizens with a valid passport or REAL ID and will need to sign a Non-Disclosure Agreement (NDA). Travel costs for in-person modules must be incorporated into the total proposed price. An experiential learning module will be delivered by a separately awarded third-party contractor, but the selected contractor must attend in an observational capacity.
