Scope of Work

The contractor will develop and deliver three (3) six-month, cohort-based leadership development programs. The program content must align with OPM Executive Core Qualifications (ECQs), NASA Administrators Leadership Expectations, and NASA Supervisor Core Competencies. Delivery will be in a hybrid format, combining virtual and in-person sessions (two in-person modules and four virtual sessions). The contractor must also support an experiential learning module delivered by a third-party, including observational attendance and integration assessment.

Key Requirements & Deliverables

Key deliverables include agenda design, instructional materials (508 compliant), facilitation, coordination of speakers, and execution of virtual and in-person sessions. The contractor is responsible for administering pre- and post-program assessments (e.g., CliftonStrengths, DiSC, TKI, WellQ 360) and providing comprehensive reporting. Expertise is required in learning and development, game theory, human-centered design, and the science of wellbeing. Facilitators must be US citizens with a valid passport or REAL ID for in-person access. NASA will provide DiSC and TKI assessment tools, but the vendor must provide qualified debriefers. The WellQ360 is a methodology to be incorporated into the curriculum, but the specific assessment tool is no longer a requirement.

Contract Details

  • Contract Type: Firm Fixed Price.
  • Period of Performance: Begins one week after award and extends through December 2028. This includes one base program with an option for two additional offerings.
