Purpose & Scope
NASA seeks a contractor to develop and deliver three (3) six-month, cohort-based leadership development programs. The program content must align with OPM Executive Core Qualifications (ECQs), NASA Administrators Leadership Expectations, and NASA Supervisor Core Competencies. It will be delivered in a hybrid format, combining virtual and in-person sessions, and will include support for an experiential learning module delivered by a third-party contractor.
Key Requirements / Deliverables
- Program Development & Delivery: Design and facilitate three cohort programs, including agenda design, instructional materials (508 compliant), and coordination of speakers.
- Content Alignment: Ensure curriculum aligns with OPM ECQs, NASA Administrator's Leadership Expectations, and NASA Supervisor Core Competencies. The curriculum is expected to be fully customized, with an initial development phase targeting 30% tailored and 70% standardized content.
- Hybrid Format: Execute virtual sessions and two in-person modules at various NASA Centers (locations TBD, NASA provides A/V). The experiential learning module will be in Gettysburg, PA, and the contractor must attend observationally.
- Assessments: Administer pre- and post-program assessments. NASA will provide DiSC and TKI tools; the contractor must provide the WellIQ 360 assessment tool and qualified debriefers for all assessments.
- Expertise: Demonstrate expertise in learning and development, game theory, human-centered design, and the science of wellbeing.
- Personnel: Facilitators must be US citizens with a valid passport or REAL ID for in-person access. A signed Non-Disclosure Agreement (NDA) is required.
