Scope of Work
This program aims to strengthen core supervisory capabilities and advance leadership readiness for NASA supervisors with 5-10 years of experience. The contractor will develop and deliver three (3) six-month, cohort-based programs. Content must align with OPM Executive Core Qualifications (ECQs), NASA Administrators Leadership Expectations, and NASA Supervisor Core Competencies. The program features a hybrid format, including two in-person modules at rotating NASA Centers and four virtual sessions. A key component involves supporting an experiential learning module delivered by a third-party contractor, requiring the selected vendor to observe and integrate its lessons. Deliverables include comprehensive agenda design, instructional materials (508 compliant), facilitation, coordination of speakers, and execution of all sessions. The contractor must also administer pre- and post-program assessments and provide detailed reporting to measure participant growth. Expertise in learning and development, adult learning, game theory, human-centered design, and the science of wellbeing is required.
Contract Details
- Contract Type: Firm Fixed-Price.
- Period of Performance: Begins one week after award and extends through December 2028, including one base program and an option for two additional offerings.
- Participants: Each cohort will consist of up to 50 mid-career supervisors.
- Payment: Milestone-based, tied to program design, orientation, module completion, intersessions, and final deliverables.

Eligibility & Special Requirements

- Personnel: Facilitators must be US citizens with a valid passport or REAL ID for in-person access. A signed Non-Disclosure Agreement (NDA) is required.
- Travel: Travel costs for two part-time FTEs for each in-person module must be included in the proposed price. NASA will provide A/V equipment at in-person locations and bear the cost of procuring assessment tools (DiSC, TKI) from its existing inventory. The vendor must provide qualified debriefers for all assessments.
