Statement of Work (SOW) / Performance Work Statement (PWS)

To provide contractor support for the advanced cleaning and inspection of firefighting Personal Protective Equipment (PPE) for the Naval Construction Battalion Center (NCBC) Fire and Emergency Services. The goal is to reduce health and safety risks associated with improper maintenance, contamination, or damage to PPE.

• Perform advanced cleanings and inspections of firefighting PPE in accordance with NFPA Standard 1851 (2020).

• Advanced cleanings shall be performed twice annually; advanced inspections shall be performed at least annually, or as needed.

• Contractor must be a verified Independent Service Provider (ISP) listed in the Intertek Directory or UL Solutions’ list.

• Provide one-for-one replacement (loaner) PPE items that meet or exceed NFPA standards while NCBC gear is being serviced.

• Estimated quantities include: 25 Helmets, 40 Hoods, 63 Coats, 25 Pair Gloves, 63 Pants, 25 Pairs of Boots.

• Repairs to PPE (e.g., Velcro, snaps, buttons, zippers) are included, not to exceed $1,000.00, and require approval from the Designated Government Representative (DGR).

• All work must comply with NFPA Standard 1851 (2020).

• Contractor personnel must wear identification badges at all times while on site.

• Contractor must comply with all applicable Federal, State, and local environmental, safety, and occupational laws and regulations.

• Pick-up and Delivery Location: NCBC Gulfport Fire and Emergency Services Dept. Bldg. 321; 5000 7th St, Gulfport, MS 39501.

• Contractor must provide sufficient personnel and ensure they are properly identified with badges.

• Contractor is responsible for obtaining all necessary licenses and permits.

• Contractor must adhere to specific policies regarding personnel conduct, security, smoking, drugs, and alcohol.

• Government will not supervise contractor personnel; contractor is solely responsible for their personnel's performance and conduct.
