Purpose & Scope
This opportunity aims to provide a broad range of IT services-based solutions globally, encompassing all current and emerging technologies such as AI, Cloud Computing, Cybersecurity, Data Centers, Internet of Things (IoT), Mobile-Centric Application Development, and Quantum Computing. The scope supports all IT development methodologies, including Agile, and IT services-based support for National Security Systems. Solutions must align with the Federal Enterprise Architecture (FEA) and Department of Defense Information Enterprise Architecture (DoD IEA) Reference Models.
Contract Details
Alliant 3 is an Unrestricted GWAC with an unlimited maximum dollar ceiling and a minimum guarantee of $2,500 per base contract. The contract has a potential duration of up to 10 years (5-year base + 5-year option). Various task order types are permitted, including Fixed-Price, Cost-Reimbursement, Time-and-Material, and Labor-Hour. A 0.75% Contract Access Fee (CAF) applies. Despite being unrestricted, the GWAC includes significant small business subcontracting goals (50%).
Evaluation & Awards
Proposals were evaluated using a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&RP)" approach, where non-price factors (Past Performance, Relevant Experience, Systems, Certifications, Clearances, Organizational Risk Assessment) were considered more important than price. The evaluation is conducted in phases. Phase One awards have been executed for 43 offerors out of 133 proposals received. The Government anticipates making up to 76 awards in total. Offerors not selected in Phase One remain eligible for consideration in subsequent phases.
Key Updates & Status
The proposal submission deadline was April 11, 2025. GSA is currently evaluating proposals for Phase Two awards, as confirmed by the latest update on April 15, 2026. Amendment 0013 (April 2, 2026) extended the offer acceptance period for existing offerors. Earlier amendments removed Greenhouse Gas (GHG) evaluation points and climate risk management plan requirements (Amendment 0009), clarified Meaningful Relationship Commitment Letters (MRCLs) (Amendment 0008), and updated various submission requirements and templates.
