Quick Summary
The Department of the Air Force, 763rd Enterprise Sourcing Squadron, has issued a Commercial Solutions Opening (CSO) for AMC/A6 Information Technology Needs. This CSO seeks innovative solutions for secure, scalable, multi- and cross-domain IT transformation. Currently, this CSO and its associated Area of Interest (AOI) 1 are on pause as the acquisition strategy is being re-examined following the conclusion of the Q&A period. Offerors should monitor SAM.gov for future updates.
Purpose & Scope
This CSO aims to identify innovative methodologies and solutions to support the Air Mobility Command (AMC) A6's IT transformation, encompassing core, edge, and cloud components. The objective is to address requirements, close capability gaps, and provide technological advancements. A specific Area of Interest (AOI) 1 focused on Base Information Technology Modernization sought to transform AMC's outdated IT infrastructure to enable data-driven, globally maneuverable airpower.
Current Status & Key Updates
Amendment 02 (April 14, 2026) announced that the CSO and AOI are currently on pause due to questions received during the Q&A period, necessitating a re-examination of the acquisition strategy. The Q&A period has concluded, and the Q&A Matrix will be posted once the strategy is determined. While a White Paper due date of April 24, 2026, was previously set for AOI 1, this is superseded by the current pause.
Submission Process
The overall CSO is a Hybrid Two-Step Solicitation. Submissions are only accepted following specific AOI submission due dates and times.
- Step One: White Paper Submission - Offerors submit unclassified White Papers, including company information and a technical solution.
- Step Two: Detailed Approach - "Selectable" offerors are invited to submit a detailed approach, including technical approach, PWS, project schedule, and price schedule.
Contract Details
The Air Force anticipates awarding Firm-Fixed Price contracts or agreements. Awards are subject to the availability of funds. The CSO is open until February 26, 2031, but submissions are tied to individual AOI deadlines.
Eligibility & Requirements
The main CSO document states it is an unrestricted solicitation, encouraging small businesses. However, AOI 1 specified responses only from Service-Disabled Veteran Owned Small Businesses (SDVOSBs). A Secret Clearance and a "SECRET" facilities clearance are required for AOI 1, with personnel needing a minimum Tier 3 Security Investigation. Offerors must complete Annual Representations and Certifications in SAM.gov.
