The scope for AOI 1 includes the modernization of Base Area Networks (BAN), encompassing Wide Area Networks (WAN), wireless, voice, and cloud readiness. It also covers Outside Plant (OSP) infrastructure assessment, repair, and potential replacement, as well as flight line and airfield communications infrastructure. The effort focuses on CONUS locations and is limited to design and implementation, not operation and sustainment. Solutions must be modular, scalable, AI-ready, high-bandwidth, low-latency, and incorporate Zero Trust security principles.

Contract Details

This is a two-step solicitation. Step One requires a White Paper submission, and Step Two involves a Detailed Approach by invitation only. The anticipated award is a Firm-Fixed-Price (FFP) contract under FAR. Offerors must possess a Secret Clearance, personnel require a minimum Tier 3 Security Investigation with "SECRET" eligibility and enrollment in Continuous Vetting, and a "SECRET" facilities clearance is mandatory.

Eligibility & Submission

This specific AOI is a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. SDVOSBs may team with large businesses, provided the prime performs at least 51% of the work. White Papers should not exceed 10 pages or 15 slides (excluding title page/TOC), using 12 pt Times New Roman font. Submissions must include Company Information (Section A), a Technical Solution (Section B), a Rough Order of Magnitude (ROM) estimate for the Total Project Price (Section C), and a simple Statement of Work (SOW) and project schedule (Section D).

Evaluation

White Papers will be evaluated based on Technical Merit, Importance to Agency, and Price, all equally weighted, and categorized as Acceptable or Not Acceptable.
