AOI 1 focuses on the modernization of Base Area Networks (BAN), including Wide Area Network (WAN), wireless, voice, and cloud readiness. The scope covers design, installation, and system acceptance testing for CONUS locations, including Outside Plant (OSP) and flight line/airfield communications infrastructure. The effort is for design and implementation only, not operate-and-sustain.
Contract Details
The Air Force anticipates awarding Firm-Fixed-Price (FFP) contracts or agreements. The overall CSO is open until February 26, 2031, with submissions accepted following specific AOI due dates. Awards are subject to the availability of funds.
Submission & Evaluation
This is a two-step process:
- Step One (White Paper): Offerors must submit an unclassified White Paper (max 10 pages or 15 slides, 12 pt Times New Roman, excluding title/TOC). A Rough Order of Magnitude (ROM) estimate with assumptions is required.
- Step Two (Detailed Approach): "Selectable" offerors will be invited to submit a detailed approach, including a technical approach, PWS, project schedule, and pricing. White Papers will be evaluated based on Technical Merit, Importance to Agency, and Price, all of equal importance, categorized as Acceptable or Not Acceptable, using a peer review process. Responses must be valid for 180 calendar days.
Eligibility & Set-Aside
This specific AOI 1 is set aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). While the overall CSO is unrestricted, this AOI is restricted. SDVOSBs may team with large businesses, provided the SDVOSB prime performs at least 51% of the work. Responders require access to classified information up to the SECRET level, with personnel needing a minimum Tier 3 Security Investigation, SECRET eligibility, and enrollment in Continuous Vetting. A SECRET facilities clearance is also required.
