Opportunity Overview

Scope of Work (AOI 1: Base IT Modernization)
The current AOI focuses on the modernization of Base Area Networks (BAN). This includes Wide Area Network (WAN), wireless, voice, and cloud readiness. The effort covers design, installation, and system acceptance testing, primarily for CONUS locations. It also encompasses Outside Plant (OSP) and flight line/airfield communications infrastructure. The scope is limited to design and implementation, not operation and sustainment.
Contract & Submission Details
- Contract Type: Firm-Fixed-Price (FFP) contract.
- Process: A two-step process.
- Step One: Submit a White Paper (maximum 10 pages or 15 slides, excluding title page/slide, table of contents, Statement of Work (SOW), and detailed project schedule). White Papers must include company information, a technical solution, and a Rough Order of Magnitude (ROM) estimate.
- Step Two: "Selectable" offerors will be invited to submit a Detailed Approach, including a comprehensive technical approach, PWS, project schedule, required government support, and a price schedule.
- Set-Aside: Service-Disabled Veteran Owned Small Business (SDVOSB) for this AOI. SDVOSB primes must perform at least 51% of the work.
- Security: Responders require a Secret Clearance. Personnel must have a minimum Tier 3 Security Investigation with "SECRET" eligibility and be enrolled in Continuous Vetting. A "SECRET" facilities clearance is also required.
- Place of Performance: Scott Air Force Base, IL, and various AMC installations.
Evaluation & Deadlines
- Evaluation: White Papers will be evaluated based on Technical Merit, Importance to Agency, and Price, all of equal importance, and categorized as Acceptable or Not Acceptable. A scientific/technological peer review process will be used.
- White Paper Due Date (AOI 1): May 12, 2026, at 14:00 CST.
- CSO Open Until: February 26, 2031.
