Submission & Evaluation

Quotations must be submitted electronically to Ayaka Ogawara at OgawaraAX@state.gov. Email size must not exceed 15MB per email; larger submissions require multiple emails. After submission, quoters should contact Ayaka Ogawara by phone or email to confirm receipt. Award will be made to the lowest priced, technically acceptable, responsible offeror. Evaluation will assess quotation completeness, price, technical acceptability, and offeror responsibility (financial resources, experience, integrity, organization, equipment, and eligibility). Quoters must be registered in SAM.gov prior to contract award.

Amendments & Clarifications

This solicitation has been amended multiple times. Amendment 0002 (posted February 20, 2026) extended the quotation deadline to February 25, 2026, at 10:00 a.m. JST and revised specific sections of the RFQ (Subsection 3.2 Summary of Instructions) and the Statement of Work (Attachment A, Paragraphs 1, 3, 8, and 12).
