Opportunity Overview

The work involves delivering equipment and software based on approved Technical Data Packages (TDPs), correcting issues, managing engineering changes, ensuring cybersecurity compliance (DISA STIGs), and providing installation support, repairs, and sustainment. The incumbent contractor is Frontier Electronics Systems Corp (FES).
Contract Details
The Government contemplates a Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) order. The anticipated period of performance is 60 months, consisting of a 12-month base period and four 12-month option periods. An estimated total of 76.25 Full-Time Equivalents (FTEs) are anticipated over the contract's duration. Mandatory requirements include a SECRET Facility Clearance Level (FCL) for the Prime Contractor and SECRET Personnel Clearance Level (PCL) for all direct support personnel (excluding management/support). Interim clearances are acceptable for non-Key personnel at onboarding.
Capability Statement Requirements
Responses should not exceed 10 pages (excluding resume summaries) with font size 10 or greater. Submissions must address:
- Ability to fulfill all or portions of the requirement, with relevant experience and understanding of each work area in the draft SOW.
- Company details: CAGE code, UEI, Name, Address, POC, and certified business size under NAICS 334511.
- Qualifications, experience, and security clearance levels of proposed personnel.
- Summary of relevant past performance (last 5 years) for similar systems, emphasizing production, engineering, obsolescence, CM, sustainment, and ILS for shipboard systems.

Important Notes
A set-aside determination has NOT been made; responses will be used to determine the set-aside status. This is a Sources Sought, not a Request for Proposal. The Government does not own the source code for Cambridge Pixel Software, which is proprietary to the incumbent and must be procured separately. Draft Technical Data Packages (TDPs) will be included in the draft RFP, and no Government Furnished Equipment (GFE) test equipment will be provided. While no on-site support is anticipated at Dam Neck, travel for ship visits will be required.
