• Primary Service #1: ACS Procurement and Installation: This includes providing and installing a complete Lenel Head End ACS system. Specifics include:

  • Electrical work by a certified electrician, with cabling supported and installed above drop ceilings or within raceways below ceilings.
  • System programming to lock/unlock at specified times, with system logs backed up and maintained for one year. Configuration must allow for additional permissions for room 135 access.
  • Installation of electromagnetic locks, door position switches, push-to-exit buttons, Keypad PIV Class Card Readers, and Request to Exit PIRs at the Front, Rear ADA, and North Entrance doors.
  • Installation of specific Lenel hardware for DET 4 Interior Room 135, including a reader controller, interface board, workstation, enrollment reader, monitor, and power supply.

• Primary Service #2: Annual Preventative Maintenance: Ensuring the ACS hardware and software are sustained through replacement parts, system configurations, and security patches. Includes monitoring control panels for errors and providing software updates. A maintenance report is required by the 15th of each month.

• Primary Service #3: Service Calls and Repairs: Responding to customer service calls and performing repairs. On-site response is required within 24 hours, with replacement parts within 72 hours. Repairs under $2,500 require Government POC approval; repairs over $2,500 require Contracting Officer (CO) approval.

• Primary Service #4: Service Calls: Providing localized help desk support for ACS issues, with a guaranteed initial response time of "within 4 hours" and a targeted resolution time of "within 72 hours" for non-critical issues.

• Personnel Qualifications: Virginia DPOR Certified Class A Electrician required.

• Deliverables: All deliverables must be in electronic form, using Microsoft Office suite. Includes Local Help Desk Support Access, Maintenance Service Report, Onsite Service Support, and Virginia DPOR Certified Class A Electrician documentation.

• Security: Contractors must comply with security requirements for unclassified contracts, including background checks and obtaining necessary passes and identification. A TIER 1 suitability/fitness determination is required.

• Appearance: Contractor personnel must present a professional appearance and comply with socially acceptable standards of personal hygiene.

To provide management, transportation, tools, supplies, equipment, training, and labor necessary to install, configure, and maintain a new Common Access Card (CAC)/Personal Identity Verification (PIV) card Access Control System (ACS) for ACC A589S, Building 602, at Langley Air Force Base, Hampton, VA, ensuring continuous and reliable service.

• Primary Service #1: ACS Procurement and Installation:

  • Installation of a complete Lenel Head End ACS system.
  • ACS Enclosure to be located adjacent to the Fire Alarm System on the First Floor.
  • ACS Workstation to be located on the Second Floor.
  • Includes all labor, software, materials, and components.
  • Cabling to be supported and installed above drop ceilings, or within raceway below ceilings.
  • Specific components required for Front Entrance, Rear Entrance, South Entrance, Rear ADA Entrance, North Entrance, and Interior Room 135.

• Primary Service #2: Annual Preventative Maintenance:

  • Ensure ACS hardware and software are sustained and supported.
  • Monitor control panels for error messages and notify the Government of resolution.
  • Provide software updates as needed.
  • Submit a maintenance report by the 15th of the following month.
  • Conduct an annual inspection of all hardware.

• Primary Service #3: Service Calls and Repairs:

  • Respond to customer service calls and be on-site within 24 hours.
  • Provide replacement parts within 72 hours.
  • Coordinate work outside normal duty hours with COR and CO.
  • COR approval for repairs under $2,500.00; CO approval for repairs $2,500.00 and greater.
