Quick Summary

The Bureau of Land Management (BLM), National Interagency Fire Center, is soliciting quotes for Brent Creek HAND-CUTTING/PILING services. This Total Small Business Set-Aside opportunity involves hand cutting and piling junipers on approximately 100 acres in Fremont County, Wyoming. The solicitation deadline has been extended to March 30, 2026, at 0900 Mountain Time.

Scope of Work

This project requires contractors to perform hand cutting (chainsaw) and piling of junipers, lodgepole, spruce, and fir on designated BLM-administered lands. Key requirements include:

  • Stumps from cut conifers must be no taller than 5 inches and parallel to the ground.
  • Exclusions: No cutting of target conifer species 14 inches or greater Diameter at Breast Height (DBH), or marked trees. Five-needle pine species, limber pine, whitebark pine, cottonwood trees, aspens, and other softwood species are also excluded.
  • Slash piles must be constructed of tree limbs, tops, and boles no greater than 8 inches in diameter and 8 feet in length, adhering to specific pile size and construction requirements. Only cut trees need to be piled; existing 'dead and down' material does not.
  • Work areas must be kept clean, and machinery must be equipped with approved spark arresters.
  • Work is strictly limited to hand equipment (chainsaw); no heavy equipment is permitted.
  • Snags (dead trees) only need to be cut if they pose a safety hazard; if cut for safety, the dead material does not need to be piled.
  • Roads must remain open for vehicle traffic, and vehicle undercarriages must be cleaned prior to entering the work area.
  • Work may be stopped during extreme fire danger or poor road conditions.
  • Site Access: The area is snow-covered and accessible by snowmobile or tracked UTV until March 30th. A Forest Service gate will be locked from March 31st to June 30th.
  • Marking: Boundary marking will be completed before work starts. Five-needle pines will be marked in late June/early July. Georeferenced maps are available upon request.
