This solicitation is for the repair of the HVAC system at Building 1, Blue Ash Air National Guard Base. • Davis Bacon Wage Rates are applicable; prevailing wage determination will be included at time of award.

• Evaluation will be based on price, with the lowest price quote from a responsible offeror being most advantageous.

• This solicitation is Full and Open to all qualified contractors.

• A site visit is scheduled for 19 February 2026 at 10:30 AM Local Time at Blue Ash ANGB, Building 1.

• Offerors are strongly encouraged to submit questions early in the process. All questions must be submitted in writing via email to carter.coleman@us.af.mil no later than 7 working days prior to the offer due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for repairing the HVAC system, associated controls, and replacing the existing access roof hatch and ladder at Building 1, Blue Ash Air National Guard Station.

• General Work: Remove and dispose of the existing 30-ton RTU, remove and install new curbing if needed, remove and install new DDC controllers, install new controls on existing HVAC components, provide and configure a new computer and workstation for the DDC, and remove/install a new roof access ladder and hatch handrail.

• HVAC Installation: Provide and install a new, right-sized RTU, disconnect existing HVAC equipment from DDC controllers, install new DDC controllers, install new controls for RTU, boiler system, VAV boxes, sensors, and thermostats. Install new thermostats with digital display and local setpoint adjustment. Set up a new DDC headend unit and install new DDC software.

• Access Ladder Installation: Demo and remove existing roof access ladder and handrail. Install a new aluminum handrail and a new roof access ladder meeting OSHA standards.

• The project has a maximum Period of Performance (PoP) of 90 calendar days from the Notice to Proceed (NTP).

• Contractor access to the site is from 7:00 AM to 4:30 PM, Monday - Friday. No access on weekends or Government Holidays without prior COR approval.

• Installation Standards: Adherence to applicable Federal, State, and Local building codes, UFC, UFGS, NEC, Plumbing Codes, IBC, OBC, and OSHA requirements.

• Safety: Compliance with OSHA, EM 385 & EM 304, and base requirements. A site safety plan is required.

• Submittals: Approval of all material submittals prior to procurement. Includes SDS, design drawings, specifications, project schedule, progress reports, base pass information, and recovered materials determination.

• Permits & Certifications: Contractor is responsible for obtaining all required base passes, dig permits, utility locates, and other permits. This includes OUPS dig permits, Storm Water Pollution Prevention Plan (SWPPP), state boiler permits, and Air Quality permits.

• Quality Assurance/Quality Control (QA/QC): Contractor must supply appropriate supervision and QA/QC. Commercial grade equipment and fixtures are required.

• Personnel: A full-time Superintendent must be appointed and present on-site at all times.

• Environmental: Compliance with environmental laws for solid waste disposal, hazardous material handling, and green procurement. Daily jobsite cleanup is required.

• Warranties: A 1-year warranty on all material, labor, installed equipment, and work performed is required, in addition to manufacturer warranties.
